Last year, in 2007, Robbie Baldwin became Penance, as punishment for indirectly causing the death of 612 people (accident that prompted the creation of the Superhuman Registration Act).

Four years earlier, at the end of 1989, the SRA was first proposed. Back then Robbie was a high school student and an intern in Damage Control. Under the name of Speedball, he also helped found the New Warriors, a team of young super-heroes.
